SPECIAL AIR TRAFFIC PROCEDURES
In anticipation of a large number of private aircraft traveling to the U.S. Open and operating to and from the Southern Pines, NC area, the following procedures will be used to enhance safety and minimize air traffic delays.
These procedures will be in effect 0730-2030 EDT (1130-0030 UTC) daily at the following airports:

IFR aircraft arriving and departing the Southern Pines area should file and expect to be routed via the following routes:
Arrivals:
IFR arrivals to SOP, RCZ, MEB, and FAY should file via one of the following preferred routes:
HVQ PSK V45 GSO SDZ (destination)
AZQ GZG PSK V45 GSO SDZ (destination)
VXV GZG PSK V45 GSO SDZ (destination)
VUZ ATL IRQ CAE FLO SDZ (destination)
MCN IRQ CAE FLO SDZ (destination)

ISO FAY V54 RAEFO(destination)

Departures:
IFR departures from SOP, RCZ, MEB and FAY should file via one of the following preferred routes:

TEMPORARY AIR TRAFFIC CONTROL TOWER
A Temporary Air Traffic Control Tower (ATCT) will be in operation at the Moore County Airport (SOP).
ATCT services will be provided within a 5 NM radius of the geographical center of the airport at and below 2,500.

ARRIVALS – MOORE COUNTY AIRPORT (SOP)
VFR ARRIVALSmay expect lengthy delays during peak traffic periods.
VFR ARRIVALS proceed to the Sandhills VORTAC, remain at or below 4,500 MSL, and contact SOP ATCT within 20NM inbound.
SOP Airport will provide ramp control services to include a “follow me” vehicle.
DEPARTURES – MOORE COUNTY AIRPORT (SOP)
ALL DEPARTING AIRCRAFT contact Ground Control on frequency 118.350. Advise if IFR or VFR
DO NOT CALL GROUND CONTROL FOR TAXI CLEARANCE until you are the number one aircraft that can enter a taxiway from the ramp or parking area.
DO NOT TAXI until you have received your IFR clearance/VFR instructions.
DO NOT CALL THE TOWER FOR DEPARTURE until you are the number one aircraft holding short for the runway.
VFR DEPARTURES proceed to the Sandhills VORTAC and remain at or below 4,500 MSL.
IFR OVERFLIGHTS
Due to the high volume of arrival and departure traffic in the vicinity of SOP, IFR over flight aircraft below 10,000 feet MSL may expect to be rerouted around the area.
RESTRICTED OPERATIONS
Practice approaches, touch-and-go operations, training flights, and formation flights will be unavailable at the following airports:
TTA – Raleigh Executive Jetport, Sanford, NC
SOP – Moore County, Pinehurst/Southern Pines, NC
FAY – Fayetteville Regional, Fayetteville, NC
FBG – Simmons AAF, Fort Bragg, NC
POB – Pope AAF, Fort Bragg, NC
HFF – Mackall AAF, Camp Mackall, NC
VFR SERVICES / IFR PICKUP / AIRFILES
VFR advisory service within the area will be available as ATC workload permits.
Except in an emergency, VFR departures should not expect to obtain an IFR clearance within 100 miles of SOP.
Air filed flight plans and airborne changes of destination to above listed airports will not be accepted within 100nm of destination, except in emergency situations.
